ACTIONS INITIATED BY UCCI:
• With a view to take up this important project for the State of Rajasthan UCCI
Constituted a Care Group in the
year 2000 for setting up this facility and
Approached RSPCB, who vide their latter No.16 (Gen.3)
RPCB/HZ/PIG/574
Dated 14.02.2000 recommended to form a Trust and accordingly, under the
Chairmanship
of the District Collector, a Trust in the name of “Udaipur
Industrial Waste Management & Research Centre”
Having its office at c/o UCCI, MIA, Udaipur, was constituted on 30.12.2002 and was registered on
21st
August, 2004 under Public Trust Act, 1959.
• To understand where and what kind of hazardous industrial waste is
generated, UCCI under CIDA grant-in-
aid appointed M/s SENES Consultants Ltd., Canada who conducted the study and gave their report for
setting up the
Hazardous Waste Management Facility (HWMF) near village Gudli, District Udaipur and
submitted their Feasibility Report in November 2004.
• Thereupon, a detailed project report for the aforesaid project was obtained
from M/s Poll-Cont Associates,
Ankleshwar, which was primarily made for submission to RSPCB for approval and for, submission to State/
Central Govt. for getting financial grant.
• During this process, UCCI approached RSPCB and obtained NOC from
RSPCB on 2.12.2004 in favour of
Udaipur Industrial Waste Management & Research Centre to develop and operate a site for common waste
treatment &
secured landfill facility in Udaipur.
• Accepting the proposal of UCCI, on 15th January, 2005, REPCB, entered into
an Agreement with UIWM&RC
for setting up the aforesaid project on the
land set-aside for this purpose.
• UIWM&RC/UCCI thereupon submitted following applications with RSPCB
which has since been approved.
1. Application dated 8th January, 2005 under Rule 5 of HWMH Rules 1989 for Consent to establish
under Air & Water Acts as mentioned above.
2. Application dated 11th June, 2005 for approval of site u/s 8(6) of HWMH Rules, 1989 for setting
up of common HWMF at village Gudli in the District, Udaipur on the land belonging to RSPCB.
3. RSPCB has already set apart 50 Bighas of land as per Notification dated December 1, 1997 for setting
up of HWMF.
4. Thereupon, public hearing under Rule 8(4) of HWMH Rules, 2003, was also held on 7th May, 2005 and
clearance for setting up the project has since been given by RSPCB, vide their letter No.F.16(147)
RPCB/Gr.III/
Haz/Udaipur/4387 dated 28.7.05.

While above are actions taken by UCCI at the Government level, following
Actions were taken to identify a company to set up the facility on BOOT basis and
the Core Group having scientific and engineering skills were authorized to proceed in identifying such qualified companies, who took following actions:-
• Based on the Feasibility Report received from M/s SENCS Consultants Ltd.,
Canada and Project Report of M/s
Poll-Cont Associates, Ankleswar, tender
documents were prepared and vetted out.
M.L.A. of the area.
• Advertisement was issued in Gujarat Samachar, Ahmedabad on 10.12.2004
Calling for bids.
• Letter to the known companies who have already set up such facilities in India
were also sent to 11 parties of
Gujarat, Chennai, Maharashtra, Andhra Pradesh, Haryana & U.P., calling for bids.
• Technical bids were received which were vetting out by the Core Group of
UCCI and recommended 3 parties
for negotiations of commercial bids.
• After due scrutiny and negotiations, UCCI finalized the contract on BOOT
Basis and awarded to M/s Ramky
Enviro Engineers Ltd., Hyderabad, for setting up the project at an investment of Rs.18.00 Crores on the
aforesaid site. M/s Ramky is a very experienced & knowledgeable Company in this field as they are already
running five such facilities in India in various States and three facilities are under construction.
• Letter of Intent was then issued to the party, M/s Ramky Enviro Engineers Ltd., Hyderabad, on 24th March,
2005, and delivered by the Hon’ble Home Minister, Govt. of Rajasthan, in a function in UCCI.
• Bhoomi Pooja ceremony was also performed by M/s Ramky Enviro Engineers.

8th August, 2005
• The operator of the facility has confirmed to provide a Bank Guarantee for Rs.
1.80 Crores to ensure
development of the facility and to keep the facility operative.
