Brief Note on Hazardous Waste Treatment & Secured Landfill Facility


The year 2006 shall be proved to be a momentous year for the industries of Rajasthan by getting a ‘must’ industrial hazardous waste management infrastructure at Udaipur with an investment of Rs.18.00 crores through strategic efforts of Udaipur Chamber of Commerce & Industry (UCCI) as a promoter with its fast forwarding vision. The endeavour of UCCI was to perceive and show its desire, structured capability and societal consciousness by setting-up a Common Hazardous Waste Treatment, Storage & Disposal Facility for the benefit of industries which is of its kind in the State and soon this is going to be

 

1. PREAMBLE:
Some of the members of Udaipur Chamber of Commerce & Industry (UCCI) approached few years back that the UCCI should initiate action with the Government for setting up a Hazardous Waste Project under Hazardous Waste Management & Handling) Rules, 1989, which is a mandatory requirement under the Environment Protection Act, 1956 in which clause No. 20(4) restricts any industry whether small, medium or large to store any hazardous industrial waste generated by them generally for more than 90 days in their factory premises. UCCI realizing that no facilities for dumping and storage of hazardous industrial waste is available in Rajasthan and even in nearby States, there were only few such facilities, it was felt that UCCI can initiate action to set up such facility in Udaipur primarily with a view to help the members of UCCI and also other small, medium & large scale industries in the State of Rajasthan.

Thereupon, UCCI initiated action with the local administration, State Government and particularly, The Rajasthan State Pollution Control Board (RSPCB), who gave support and welcomed the idea of UCCI for setting up such an important facility.
 

 

2. PROJECT:
As mentioned above, under the aforesaid Act and Rules, Hazardous waste which is well defined in the aforesaid Act needs to be disposed off in a defined place and no industrial unit is supposed to carry such hazardous waste in their factory premises generally for more than 90 days as it is felt that long storage can spoil the environment.

For the purpose, provision is made to build a Hazardous Waste Storage Yard at a defined place, which is to be scientifically constructed to ensure that the hazardous waste dumped into such storage facilities is not allowed to spill over and the chemicals thereof are not allowed to seep through the soil due to mixing of water. The whole idea is that the hazardous industrial waste is properly stored and remains buried life-long and once such a storage facility is built up, aforestation is done on top of it after filling required of top soil.

Anyone or everyone is not authorized to construct such facilities and, therefore, such facilities are allowed to be constructed only once the entire project details including drawing and designs of construction is approved by RSPCB who, after approving the project then also grants permission under Environment Protection Act for “Consent to Establish under Air Act, 1981 and Consent to Establish under Water Act, 1974”. RSPCB also appraises the entire system of transportation of the hazardous waste from the industrial units to the project site and dumping thereof into the so-called landfill facility.
